Training on Regulatory Impact Assessment (RIA) to Ministry of Finance

Challenges:

Effective policymaking requires evidence-based tools to assess the costs, benefits, and impacts of new regulations. In Egypt, the Ministry of Finance recognized the importance of introducing Regulatory Impact Assessment (RIA) as part of its commitment to better regulation and more transparent policymaking. However, ministry officials had limited exposure to RIA concepts and methodologies, creating a need for targeted training.

Solutions:

Arab African Advisers was contracted by the Egyptian National Competitiveness Council (ENCC) – on behalf of the Ministry of Finance – to design and deliver a two-day training program for 20 senior and mid-level officials. The program included:

  • Training design: Prepare tailored training materials, including presentations and case studies drawn from both local and international experiences.
  • Capacity building: Introduce officials to the concept of RIA and its role as a key tool of better regulation.
  • Practical learning: Conduct interactive sessions and applying RIA methodologies to real-world policy examples.

Impact:

The training successfully:

  • Increased awareness of RIA as an essential policymaking tool.
  • Equipped senior and mid-level officials with practical knowledge of RIA steps and applications.
  • Strengthened the Ministry of Finance’s capacity to apply better regulation principles in future policymaking.

 

By combining international best practices with local case studies, the program laid the foundation for integrating RIA into Egypt’s regulatory framework, advancing evidence-based and transparent decision-making.
