Challenges:
The business licensing framework in Palestine was outdated, fragmented, and burdened by duplication, overlaps, and inefficiencies. Existing laws and practices not only created distortions for businesses but also limited the government’s ability to generate sustainable revenues. A new legal framework was needed to simplify procedures, eliminate redundancies, and strengthen the financial contribution of business licensing to the public treasury.

AAA supported technical assistance effort – by Gesellschaft für Internationale Zusammenarbeit (GIZ) extended to the Ministry of Planning and Administrative Development – through a structured project aimed at designing a comprehensive and modern Business License Law.
