Regulatory Reform Training for Ministry of Investment Officials

Challenges:

Egypt’s Ministry of Investment plays a central role in improving the country’s business environment and attracting private investment. However, achieving sustainable investment growth requires not only legal reforms but also institutional capacity to design, assess, and implement high-quality regulations.

Senior and mid-level officials required enhanced understanding of modern regulatory governance tools – including the public policy cycle, consultation practices, and regulatory impact assessment (RIA) – to support a coherent and transparent approach to policy design and implementation. The challenge was to translate international best practices into practical skills applicable to Egypt’s institutional context.

Solutions:

In collaboration with the United Nations Economic and Social Commission for Western Asia (ESCWA), Arab African Advisers (AAA) supported the organization and delivery of a five-day training program for 30 senior and mid-level officials at the Ministry of Investment.

AAA’s contributions included:

  • Designing the training program and materials, including presentations and hands-on exercises tailored to Egypt’s regulatory environment
  • Delivering selected training modules on regulatory reform concepts, the policy cycle, and the establishment of sound regulatory bodies
  • Facilitating working group sessions to encourage interactive learning and peer-to-peer exchange among participants

 

The sessions provided an overview of Better Regulation tools, covering access to legislation, stakeholder consultation, regulatory stock review, administrative simplification, RIA, and inspection reform.

Impact:

The training strengthened the Ministry’s capacity to design and implement effective regulatory reforms and to integrate evidence-based policymaking into daily operations. Participants gained a clearer understanding of how to apply Better Regulation tools to reduce administrative burdens, improve transparency, and enhance policy coordination.

Through its facilitation and tailored materials, AAA helped ensure that international regulatory concepts were effectively adapted to Egypt’s policy context, laying the foundation for a more efficient and investment-friendly regulatory environment.
