Public governance review of the United Arab Emirates

Challenges:

The UAE government recognized the need to modernize its public administration to ensure efficiency, responsiveness, and alignment with national priorities. Existing administrative structures and systems lacked full integration and consistency across federal entities, creating overlaps and inefficiencies. A comprehensive review was, therefore, required to assess the machinery of government, evaluate performance and coordination mechanisms, and identify areas for reform and consolidation to meet the goals of Vision 2021.

Solutions:

AAA supported this effort, undertaken by the Organisation for Economic Development and Cooperation (OECD), through a structured Public Governance Review that examined four core dimensions of the UAE federal administration:

  • National strategy and steering: Analysis of the government’s structure and capacity to set, implement, and monitor national strategies in line with Vision 2021.
  • Administrative systems: High-level assessment of human resource capabilities, financial efficiency, and coordination mechanisms.
  • Decision-making processes: Review of procedures within the federal government to identify areas for more effective and timely decision-making.
  • Openness, transparency, and innovation: Evaluation of institutional mechanisms to enhance transparency, integrity, and innovative practices in government operations.

 

The work also involved:

  • Reviewing the mandates, institutional arrangements, and regulatory frameworks of federal entities.
  • Assessing progress reports to identify achievements and challenges.
  • Preparing a comprehensive report with recommendations to eliminate overlaps, rationalize administrative units, and identify opportunities for consolidation, while reducing the risk of agency proliferation.

Impact:

The review provided the UAE government with a roadmap to strengthen its public administration by:

  • Clarifying institutional mandates and legal frameworks.
  • Improving efficiency through potential mergers and consolidation of entities.
  • Streamlining decision-making processes for faster and more coordinated action.
  • Enhancing transparency and fostering a culture of innovation across federal entities.

 

Through this work, the UAE was able to identify practical reforms that not only reduce duplication and generate savings but also build a public administration that is more integrated, modern, and responsive to policy goals and public needs.
