The UAE government recognized the need to modernize its public administration to ensure efficiency, responsiveness, and alignment with national priorities. Existing administrative structures and systems lacked full integration and consistency across federal entities, creating overlaps and inefficiencies. A comprehensive review was, therefore, required to assess the machinery of government, evaluate performance and coordination mechanisms, and identify areas for reform and consolidation to meet the goals of Vision 2021.
