Challenges:
The European Union was seeking to upgrade Euro-Mediterranean Association Agreements and establish Deep and Comprehensive Free Trade Areas (DCFTAs) with Egypt, Jordan, Morocco and Tunisia to promote sustainable economic integration.
While such agreements offer major opportunities for trade expansion and investment, they also raise complex questions about their potential economic, social, and environmental impacts, as well as the readiness of partner countries to meet the regulatory and institutional requirements of deeper integration.
For Egypt in particular, there was a need to identify regulatory obstacles to exports, assess likely impacts across key sectors, and ensure that stakeholder perspectives were effectively reflected in the negotiations.
Solutions:
As part of the European Commission’s broader Trade Sustainability Impact Assessment (Trade SIA) initiative, Arab African Advisers (AAA) contributed to the assessment process for Egypt by:
This work ensured that the assessment captured a comprehensive picture of both the opportunities and challenges of the upgraded trade relationship.
Impact:
The Trade SIA provided evidence-based insights to inform the EU–Egypt trade negotiations, supporting a more balanced and sustainable approach to deepening integration.
By identifying priority areas for reform and potential social or environmental risks, the project offered a framework to guide future trade liberalization in ways that could promote inclusive growth, environmental sustainability, and competitiveness.
AAA’s contribution strengthened the analytical and consultative basis for policy dialog between stakeholders and policymakers, setting the stage for better alignment between trade objectives and broader development goals in Egypt and across the Euro-Mediterranean region.
