Challenges:
The Youth Employment in Aswan Governorate (YEAG) project, implemented by WorldFish with support from the Swiss Agency for Development and Cooperation (SDC), aimed to improve nutrition and create economic opportunities for poor Egyptians through the sustainable expansion of aquaculture and fisheries in Aswan.
After eighteen months of implementation, there was a need for an independent assessment to determine how effectively the project had achieved its intended outputs and outcomes, particularly in terms of youth and women’s participation, and to generate lessons that could guide future programming. The challenge was to conduct a comprehensive, evidence-based evaluation within a short timeframe and to ensure findings would directly inform both strategic and operational decision-making for upcoming interventions.
Solutions:
Arab African Advisers (AAA) was commissioned to carry out the End-Term Project Result Assessment and Evaluation of the YEAG project.

Impact:
The evaluation provided robust, evidence-based insights into the YEAG project’s achievements and areas for improvement, highlighting measurable outcomes in job creation, women’s participation, and improved market access.
The findings informed WorldFish and SDC’s strategic planning by helping refine future project design and implementation approaches in Egypt’s aquaculture sector.
By combining rigorous data analysis with on-the-ground perspectives, AAA’s evaluation contributed to strengthening accountability, learning, and policy dialog around youth employment and sustainable fisheries development – ensuring that future interventions are more inclusive, targeted, and impactful.
