Challenges:
The Sustainable Transformation of Egypt’s Aquaculture Market System (STREAMS) project, led by WorldFish and supported by the Swiss Agency for Development and Cooperation (SDC), aims to enhance the productivity and sustainability of Egypt’s aquaculture sector while creating employment opportunities for youth and women.
Given its multi-stakeholder nature and wide geographical scope, the project required a robust Monitoring and Evaluation (M&E) system capable of tracking progress, measuring outcomes, and informing adaptive management. However, the absence of a structured framework and clearly defined indicators limited the project’s ability to monitor implementation effectively and assess its impact over time.
Solutions:
To address this need, Arab African Advisers (AAA) was contracted to design and establish an operational M&E system for the STREAMS project.

The system was designed to be both simple and actionable, enabling project staff to use M&E data for evidence-based decision-making and continuous improvement.
Impact:
The new M&E framework provided the STREAMS project management team with a clear and practical tool to track implementation progress, measure results, and evaluate performance against its objectives.
By introducing structured indicators and systematic reporting procedures, the system strengthened accountability, improved project coordination, and enhanced the quality of evidence available for end-of-project evaluations.
AAA’s contribution helped ensure that STREAMS can effectively demonstrate its impact on sustainable aquaculture production, job creation, and inclusive economic growth in Egypt.
