Challenges:
Urban poverty and informal settlements in Greater Cairo present complex challenges for service delivery, infrastructure, and quality of life. The Participatory Development Programme in Urban Areas (PDP), a joint Egyptian-German initiative implemented by the Ministry of Planning and GIZ, sought to address these issues by promoting participatory urban upgrading. To ensure that donor funds were channeled to the most impactful initiatives, proposals submitted by NGOs and local authorities under the second and third calls for projects needed to be rigorously assessed for quality, feasibility, and relevance.
