Challenges:
Micro, small, and medium-sized enterprises (MSMEs) are a cornerstone of Egypt’s economy, yet they face significant legal and regulatory barriers that hinder their establishment, operations, and growth. Institutional fragmentation, overlapping regulations and complex procedures have long discouraged formalization and limited the sector’s contribution to economic development. To strengthen support for MSMEs, the Social Fund for Development (SFD), funded by the Deauville Partnership’s Transition Fund and implemented in cooperation with the European Bank for Reconstruction and Development (EBRD), sought to develop a national framework to improve the legal and regulatory environment for MSMEs.
