Organizing Capacity Building Workshops for MSMEDA One-Stop-Shop Officials

Challenges:

The Medium, Small and Micro Enterprises Development Agency (MSMEDA) plays a vital role in facilitating the growth of Egypt’s micro, small, and medium-sized enterprises (MSMEs). As part of ongoing reforms to streamline business registration and licensing, MSMEDA launched a pilot One-Stop-Shop (OSS) based on a Front Office / Back Office model to simplify procedures and improve service delivery.

However, for the new model to be effective, MSMEDA staff across its 32 OSS offices nationwide needed comprehensive training on the new processes introduced under Law No. 152/2020 and the OSS Operations Manual. This included new procedures such as issuing certificates for tax and non-fiscal incentives and temporary licenses for informal enterprises. Ensuring consistent understanding and implementation across all governorates was critical for the success of the reform.

Solutions:

Arab African Advisers (AAA) supported MSMEDA by organizing and delivering a series of capacity-building workshops in December 2021 and March 2022, within the framework of the pilot OSS project in Cairo.

AAA’s contributions included:

  • Formulating workshop agendas aligned with MSMEDA’s reform objectives
  • Designing and delivering interactive sessions on the Front Office / Back Office model and its impact on workflow efficiency
  • Handling all workshop logistics, ensuring smooth organization and participation from OSS staff nationwide
  • Conducting evaluations to assess training effectiveness and identify areas for further support

 

The workshops introduced participants to the new service procedures and the unified application form for MSME services, ensuring consistent application of reforms across all offices.

Impact:

The workshops strengthened MSMEDA’s institutional capacity to implement OSS reforms effectively and uniformly across Egypt. Participants gained practical knowledge of the new operational procedures and a deeper understanding of the Front Office / Back Office model, enhancing their ability to deliver efficient, transparent, and user-oriented services to MSMEs.

AAA’s facilitation helped foster greater staff engagement with the ongoing reform process, ensuring that the pilot OSS project’s successes in Cairo could be replicated and scaled nationally, contributing to a more streamlined and enabling business environment for MSMEs.
