Challenges:
Palestinian universities sought to integrate Regulatory Impact Assessment (RIA) into their legal education. However, there was limited local expertise on the subject, and professors lacked the necessary training to teach RIA. The challenge was to equip law professors with both theoretical knowledge and practical skills in RIA, enabling them to contribute to promoting regulatory reform efforts in Palestine.
Solutions:
AAA was contracted to deliver a comprehensive 3-day training program for 11 law professors from three leading Palestinian universities: Birzeit University, Al-Najah National University, and Al-Quds University.
The approach included:
Tailored Training Program: We designed a customized training program with presentations and case studies drawn from both local and international contexts to ensure relevance and applicability to Palestine’s regulatory environment.
Interactive Training Sessions: The training sessions focused on practical applications of RIA, fostering discussions and active participation to enhance the professors’ understanding of how to conduct and teach RIA.
Capacity Building: By the end of the training, the professors were equipped with the knowledge and tools to independently develop RIA materials and methodologies suitable for their educational and policy contexts.
Impact:
Following the training, the 11 professors successfully drafted an RIA manual tailored to the Palestinian context. This manual provides a structured approach for incorporating RIA into the legal and regulatory framework in Palestine, laying the groundwork for future reforms. The training also empowered Palestinian universities to integrate RIA into their curricula, creating a new generation of legal professionals equipped with regulatory impact analysis skills.
This initiative has contributed to the long-term capacity building needed for effective policy development in Palestine.
