Capacity Building for the Ministry of Trade and Industry on Successful Partnerships

Challenges:

To drive industrial growth and innovation, the Ministry of Trade and Industry (MTI) and its affiliated agencies in Egypt needed to strengthen their ability to build and sustain effective partnerships with both public and private sector actors.

While the Ministry oversaw numerous initiatives and projects, it faced challenges in identifying suitable partnership models, diversifying revenue-generation mechanisms, and ensuring the sustainability of projects beyond their initial funding phases.

There was a clear need for structured capacity building to help MTI staff and affiliates design, implement, and manage partnerships that are both strategic and results-oriented, while fostering stronger engagement with market players and potential collaborators.

Solutions:

Under the “Successful Partnerships: Models and Mechanisms” capacity development program, Arab African Advisers (AAA) provided comprehensive technical and facilitation support to strengthen MTI’s institutional capabilities.

AAA’s contributions included:

  • Conducting a needs assessment for MTI staff and affiliates to identify capacity gaps
  • Supporting the selection process for participants
  • Designing and developing tailored training materials aligned with MTI’s priorities
  • Facilitating and delivering interactive training sessions, combining theory with practical exercises
  • Organizing and moderating brainstorming and action-planning sessions to translate learning into actionable strategies
  • Providing technical consultation and coaching during the implementation of action plans
  • Monitoring and evaluating progress on implemented initiatives
  • Contributing to the final evaluation report, summarizing lessons learned and recommendations for future capacity-building efforts

Impact:

The program enhanced the strategic partnership management capabilities of MTI and its affiliated entities, equipping participants with practical tools to design, negotiate, and sustain collaborative initiatives.

Through interactive learning and follow-up coaching, MTI officials developed a clearer understanding of partnership mechanisms, improved their ability to match projects with relevant stakeholders, and integrated sustainability planning into their operations.

AAA’s structured approach facilitated the translation of the training into tangible institutional improvements, complementing MTI’s mission to foster a more dynamic, collaborative, and sustainable industrial ecosystem in Egypt.
