Challenges:
Following the Arab uprisings in 2011, countries such as Egypt, Tunisia, Libya, and Yemen faced profound governance challenges. Weak institutions, fragmented administrations, and limited citizen participation threatened the legitimacy of the state and the prospects for long-term peace. Public administration and local government reform emerged as central to building inclusive governance systems capable of delivering services and fostering trust between citizens and the state. A regional dialogue was needed to assess progress, identify priorities, and set the stage for future reforms.
